As African finance ministers gather for IMF and World Bank Spring Meetings, debate over financing the continent's AI ambitions has intensified. A UN Economic Commission for Africa report calls for expanded borrowing, domestic revenue mobilization, and institutional capital to fund data centers, energy systems, and digital infrastructure.
However, capital alone without a clear value-creation framework risks repeating past development failures. Experts argue Africa needs a strategic shift from financing inputs to structuring ecosystems, sequencing investment around monetization and scalable returns rather than simply replicating infrastructure models from the US or China.
